They're like people in large corporations who get promoted beyond their level of competence because they say the right things at the right time to the right people. Then they spend the rest of their time trying to hide their incompetence by blaming everyone else when their clueless decisions go tits up.

Soss u basically stating the "Peter Principle" - basically being promoted until you reach a level of incompetence. Is sadly hugely common.
